Which of the photo manipulation programs is both the easiest to use and the best as far as capabilities?

I just need to be able to make sprite comics so auto shapes like word balloons, thought bubbles, and boxes are a must.

I think you should add Transparent Screen Lock.
It's a program that locks your computer by just double-clicking the icon on the desktop, and then it's locked.
Press any button when locked and a login screen comes up and you just type username and password in and click OK to unlock. (you choose the pass & username in another .exe).
I use it for whenever i leave my computer.

Weird thing though: The PRO version got more features than the base version.
The PRO version is supposed to be a 7-day trial, but after the 7 days it still locks (although there's a red box when locked saying that the trial version is over).
